King James I was England's ruler in 1603. Locke quotes King James I as explaining that a king is meant to rule for the benefit of his subjects rather than his own good. He also explains the difference between a rightful king and a tyrant, noting that a rightful king's duty is to is subjects, and that a rightful king is also bound by the laws of his kingdom because they exist for the good of the subjects. Tyrants rule for themselves and put themselves above their subjects.
