Who is Melvin Pickle from Twelve Sharp and what is their importance?

Melvin Pickle skipped out on his bail, and it is Stephanie's job to bring him in. When she approaches Melvin, he takes off and threatens suicide when he claims he will jump from a six story balcony. Stephanie talks him down, and even offers him a job..... a job that he takes her up on and proves to be very good at.
