Who is Carmen from Twelve Sharp and what is their importance?

Carmen claims to the Ranger's wife, and she is extremely jealous of Stephanie. She stalks Stephanie in the hopes of finding her "supposed" husband. Carmen is killed while staking out Stephanie, and Stephanie uses the viewing at the funeral home to lure out the fake Ranger.
