What does Mrs. Hale regard of Mrs. Wright's clothing?

As the women sort through the articles of clothing that Mrs. Peters will take to Mrs. Wright, Mrs. Hale can't help noticing how worn out all of her clothes are and exclaims over Mr. Wright's excessive frugality. She points to them as the probable cause of Mrs. Wright not being seen out in society much.
