Why are there dozens of families living in shacks nearby Colva Prison?

Due to the poor nutrition provided within the prison's walls, unless a prisoner has money for bribes, many families must live near to the prison so that they can bring food to their loved one inside the prison. Otherwise, many of these prisoners would die of malnutrition.
