Seed-corn money is money given by the United Nations to the country within the novel in order to build hospitals and schools for the poor. Seed-corn money must be matched with an exact sum emanating from the receiver's government. That means that the 30 million dollars of seed-corn money would have resulted in 60 million dollars worth of infrastructure and amenities if it had not been stolen by corrupt politicians.
