First, there are so many people searching the dumpsite at once that it is dangerous for everyone. The crane-belts are also turned off because the flow of garbage being brought to the top of the garbage mountain has been stopped so as to allow the searchers to look through what is already there. Lastly, the final difference is that the trucks bringing trash from the wealthier area of McKinley are dropping their loads onto a big empty piece of ground, rather than loading their trash onto the crane-belts for transport up the garbage mountain. This is because the police are certain that the leather bag had been thrown away within the McKinley area.
