How does the author use metaphor in the novel, Transcription?

One example of metaphor can be found in Perry's description of their duties monitoring the fifth columnists: “Our own homegrown evil...And instead of rooting them out, the plan is to let them flourish...but within a walled garden from which they cannot escape and spread their evil seed” (28).
