Jem means that perhaps Boo likes to stay in the house... that he isn't forced to stay inside, he does so by choice.

Jem's belief is ironic because the jury inTom Robinson's case is all white... with many prejudices. He is wrong to believe that the prejudice citizens of Maycomb can put aside their racism and do the right thing.
