Who is Stuart Baggett from Three to Get Deadly and what is their importance?

Stuart Baggett's character adds a bit of humor to the novel. After he misses his court date, Stephanie is given the job of tracking him down and arresting him. His arrest is delayed because of fender benders, mall traffic, and food fights. Eventually, however, Stephanie gets her man.
