What happens the firs time the convict attempts to turn himself into the police?

When the convict's small boat finally reaches shore, he finds a group of men in khaki uniforms and assumes they are police officers and that he can simply turn himself in. When he approaches the men, however, they deduce that he is an escaped prisoner because of his clothing and begin firing at him. The convict ducks away from the incoming bullets, crawls back to his boat, and takes off in the water once again.
