What did Evan say about the weather at the lake when Rose was little and why the weather was bad sometimes?

Evan said that it had to rain at least three out of ten days at the cottage or else it would be so dry that the lake would dry up. He said the weather was like that to be sure that they didn't have too much fun and never went home.
