How is the private part of Awago Beach different from where Windy and Rose's cabins are located?

The private part of Awago Beach is much more run down than the part where WIndy and Rose's cabins are located. The houses and fences are in disrepair. Trash cans overflow with garbage, and everything looks neglected.
