What did Sterling do at the end of Chapter 4?

At the end of Chapter 4, Sterling took a small canister of salt out of his ruck sack while the men waited to move out. He turned the cylinder over and began to shake it over the ground. He said it was a thing he did that came from the book of Judges. He walked spreading salt over fields and alleys, dead bodies, and into the dust.
