Why do Sookan and Inchun hang out at the train station in the novel, Year of Impossible Goodbyes?

Sookan and Inchun hang out at the train station near the border because they do not know where else to go. Finally, a man who works there decides to help them get across the border. They have to crawl underneath a parked train before it starts moving.
