Hugh Bennett was a scientist and soil expert. He was adamant that the Dust Bowl region could be rehabilitated. He attributed the blame for the Dust Bowl disaster to the farmers who over used the land. He convinced FDR that the region could be saved and rejuvenated, and he was named to head Operation Dust Bowl under the Soil Conservation Act by the president.
