What is the rising action in the novel, The Wonder Boy of Whistle Stop?

The action begins to rise when Evelyn and Ruthie make plans to revitalize Whistle Stop. This action seems to crash when they learn a land dispute will keep them from being able to develop the property. There is a quick rise in action again when Bud’s prosthetic arm is located under Idgie’s bee tree.
