What was the purpose of the "green road" in the novel, The Wonder?

The "green road" serves as a symbol of futility. During the Famine, the government created these roads that went nowhere as a sort of make-work project to keep people busy. The reasoning was that if people were busy they could not agitate. Countless people died building these roads which still exist in Ireland today.
