In the prologue, how does Brewster Place come to be?

Brewster Place was conceived in a smoke-filled room during a secret meeting between the 6th Disctrict Alderman and the managing director of the Unico Realty Company. The four double-housing units were expected to placate the Irish when when the police chief was dismissed and a shopping center was erected in town.
