In Chapter Sixteen, sailors cause a disturbance in town. How do their actions offend the Puritan leaders?

In Chapter Sixteen, some of the young sailors go into town to celebrate All Hallows Eve. They are boisterous and put Jack-o-lanterns into the windows of the house William is building. Their behavior is considered ungodly and blasphemous.
