Why does Finlach kidnap Sandry in the novel, The Will of the Empress?

Finlach tries to propose to Sandry first, claiming he is sure he can make her happy, and insisting that the fact that he is also still sleeping with the Empress has nothing to do with his feelings for her. When Sandry turns him down, he kidnaps her on the road home.
