Who is Louis Nolan from The Widening Gyre and what is their importance?

Nolan accepts a job from Vinnie Morris to supply two people to send a message to Alexander's campaign. Morris wants Alexander to drop out of the race. Unfortunately, Nolan hires two incompetent and physically insufficient men. Spenser then tricks Nolan into giving him information by pretending he is Vinnie Morris' messenger.
