Who is Gerry Broz from The Widening Gyre and what is their importance?

Gerry Broz is Joe Broz's son. He is a college student majoring in political science, as well as a cocaine dealer. Gerry peddles drugs to many Washington's affluent and influential people. He also sells to the minor market, providing cocaine to girls as young as sixteen in exchange for sexual favors.
