Who is the Seelie Minister in the novel, The Wicked King?

Nihuar is the Seelie Minister who sits on the council. She has green lips and disapproves of Cardan's rule, especially when rumors begin to circulate that Cardan shot a girl before giving her rubies as a gift. Fala is the Grand Fool, and she is often referred to simply as Fala the Fool.
