Eddie Naylor, the director of the Florida Gaming Commission, tells Lacy that he has little control over the Indian casinos. Even though these casinos have to provide a quarterly report of revenue, Naylor and his workers have no ability to verify the numbers that are turned in. They have to take the casino workers' word that the figures are correct.
