Why do you think the bomber set off the fourth bomb?

The fourth bomber is actually caught, as there is a sign that says “BOMBER STRIKES AGAIN” written on the back of an essay by Turtle Wexler. Judge Ford warns Turtle about the severity of what she’s done, but realizes that she is probably only bombing to protect the identity of the real bomber (her sister, she suspects).
