What is the purpose of the Council of Genres in the novel, The Well of Lost Plots?

The Council of Genres is a fictional legislative council. A representative from each genre sits on the Council, and they determine the conventions of storytelling, as well as whether an unpublished book is to be kept or demolished. It is similar to a congressional body.
