How is the city of Lud divided in the novel, The Waste Lands?

The Grays are the "older" people of Lud. They are led by Andrew Quick, the great-grandson of David Quick. These Grays rule the underworld of Lud.

The Pubes are the "younger" people of Lud. It is these people who sacrifice their own people whenever the drumming is broadcast over the speaker system in the city. These people live in the city streets of Lud.
