Why does Rusty Ingraham show up at the District Attorney's office the novel, The Vig?

Ingraham and Hardy shared an office in the DA's office, but were not close friends. However, Ingraham shows up and tells Hardy that a criminal who threatened to kill them both when they successfully prosecuted him nine years ago is getting out.
