Why do the sweepers all spend so much time outdoors, even when they are not working?

The street where the sweepers live has no electricity. This makes their houses dark inside, even in the daytime. Their houses are also generally filled with smoke from their hearth fires, and this is doubly unpleasant in the small, crowded homes in which they live.
