What are Mulberries as noted in the novel, The Unlikely Spy?

Mulberries are massive concrete structures designed to serve as breakwaters in the invasion of Normandy beaches. Phoenix Project was the name of the project of creating and transporting the Mulberries across the English Channel to be sunk before the invasion began.
