Caligula is the lead emperor of the Triumvirate who flaunts his ancient wealth through exquisite yachts and incredibly expensive weaponry. He is the main source of the conflict, and chooses to prolong the trip to New Rome with the hopes that Tarquin can destroy the city before they get there. Caligula’s ego allows him to control the second emperor, Commodus, who cares more for the spectacle than actual progress. At the end of the novel, Caligula is tricked into battling Frank, as refusing a direct challenge would cause the troops to lose faith in him. Caligula, along with Commodus, are killed when Frank burns the firewood linked to his life and explodes.
