Who is Mr. Keetch from The True Confessions of Charlotte Doyle and what is their importance?

Mr. Keetch is the Seahawk's second mate. He is demoted after the unsuccessful rebellion. Unfortunately, the demotion is all a ruse, as Keetch is actually Jaggey's spy..... reporting everything he sees and hears back to the Captain.
