Who is The Admiral from The Triggering Town: Lectures and Essays on Poetry and Writing and what is their importance?

The Admiral is the name given to the insane man who was evicted from Boeing's property line. He and his wife were poverty stricken and living in a shack that was located on property where the company hoped to build a sand-blast facility. The admiral becomes the main subject in the only poem Hugo ever wrote that was inspired by a work related incident.
