Who is Belle McKensie from The Triggering Town: Lectures and Essays on Poetry and Writing and what is their importance?

Belle McKensie was Hugo's creative writing instructor when he was in high school. During one of her classes, a shy, young teenager stood up and read a story he'd written about an experience at a whorehouse. The majority of the students expected him to be expelled from class. McKensie, however, applauded the boy's honesty rather than expelling him. It was from this experience that Hugo learned creative writing classes are the one place a person can go where their own lives are still seen as important.
