Where do Franz and Willem take K. in “The Arrest”? Why?

After Franz and Willem tell K. that he's under arrest, they take him into Fraülein Bürstner’s room that the Inspector has commandeered. He refuses to tell K. why he has been arrested. Confused, K. is surprised when they let him go with orders to come back for his trial.
