Who is in control of Delphi in the opening of the novel, The Tower of Nero?

Delphi is an area deep underground where Apollo installed one of his Oracles. At the beginning of the novel it is controlled by Python, who has released large amounts of poisonous gas that nearly kills Apollo before he gets there.
