How does Nero succeed in sabotaging his own plans in the novel, The Tower of Nero?

Nero is bound to his love of theatrics as shown by his desire to torch all of Manhattan and flood his tower with poisonous gas to kill both friend and foe alike. Apollo even notes that they would all have been dead had Nero chosen to fight them instead of searching for the remote that controls the gas.
