What is "peppering" in the novel, The Thirteen-gun Salute?

Peppering is an unusual method of execution used by the court of Pulo Prabang. In the officially sanctioned process, the victim has a bag full of pepper tied around his head, after which, he is beaten about the bagged head with sticks causing inhalation of pepper and eventual asphyxiation.
