Why does Reece leave a SEAL knife at the scene of Howard's body in the novel, The Terminal List?

Reece leaves a SEAL knife near Howard's body in order to take responsibility for his death. He staged the early killings to make them seem like accidents, but now he wants to be sure everyone knows he is responsible.
