Why does Ukifune's mother refuse Kaoru's offer to marry her daughter?

She arranges for Ukifune to marry a lieutenant instead of Kaoru. Ukifune's mother believes that Ukifune and Kaoru are of an entirely different status and therefore does not find the two to be a good match.
