What is a Taggerung in the novel, The Taggerung?

The Taggerung is a legendary figure that is supposed to appear among the Juska clan once a generation. Signs given to the Juska leader by his fortune-teller indicate that the baby otter Deyna is the Taggerung. Tradition also holds that a creature that kills the Taggerung becomes the new Taggerung.
