In 2002, why did the attorney general say that Hinton should be blocked from establishing his innocence?

In March right before Hinton was to have his Rule 32 hearing, the attorney general said in his brief that Hinton should be prevented from establishing his innocence. He said it would waste two or three days of taxpayer money.
