It is symbolic that the Chi Omega girls are all wealthy, just like Stephanie was, as well as being bright and beautiful. That Ted's rundown apartment is close to the Chi Omega house is symbolic of how Ted's relationship with Stephanie played out; close but not within reach in any way.
