Who is Henry Baker from The Stars My Destination and what is their importance?

Henry Baker is a surgeon, who supplements his income by creating freaks of nature through illegal surgeries. Jisbella brings Foyle to him to have his tattoos removed. Baker abandons Foyle shortly after the procedure when law enforcement raids his facility. His surgery of Foyle is well done (albeit very painful), and he removes the noticeable tattoo.
