Who is Horror from The Spy Who Loved Me and what is their importance?

Horror is one of the mobsters who take over the motel. Horror appears to be the leader of the two mobsters. Horror is a bad-tempered man who has just gotten out of jail. When Viv tries to escape the motel shortly after their arrival, Horror helps Sluggsy track her down and them beats her viciously for the attempt. Viv is afraid of Horror and tries to keep out of his way during the time in which he holds her hostage.
