Who is Neil and Peggy from The Spirit Catches You and You Fall Down?

Neil and Peggy Philp were in charge of the pediatric residency program at the Merced Community Medical Center. The Philps were heavily involved in Lia's medical case and grew to love the little girl as their own. Difficulty in communicating with Lia's parents eventually led them to call Child Protective Services, as Lia was not receiving her medicine as prescribed and suffering devastating seizures. The Philps did this because of their emotional attachment to Lia, and because they felt it was the best thing for her health.
