Who is Thimbletack from Lucinda's Secret and what is their importance?

Thimbletack is a brownie living in the Grace children's home. He seems to be jealous of their new pet griffin, and he takes his anger out on Jared Grace through a number of pranks. Thimbletack also steals the Field Guide from Jared, which causes the siblings a great deal of stress.
