Lecter's cell in the Baltimore State Hospital has several security features, which most prison cells lack. In addition to the standard steel bars, there is another layer of impregnable netting which encircles the cell just inside the bars, preventing Hannibal from ever reaching through the bars. The cell represents the unique danger that Lecter poses.
