What happened to Sally Lockhart's pistol?

What happened to Sally Lockharts pistol and why is she scared to fire ot at first ???

Mr. Hopkins steals Sally's pistol. Sally isn't sure the new pistol will work, as it is old. It does work, but it is not as accurate as the pistol that was stolen.
